An all-lanes-closed sign with flashing red lights means you must not pass it in any lane or bypass the closure on the hard shoulder unless police or a traffic officer directs you. A red X over one lane instead requires you to move safely to an open lane; it does not mean stop unnecessarily in a live lane.
