If the nearer line is solid, crossing to pass a pedal cycle travelling at 10 mph or less is allowed only when necessary, with a clear road and when safe. The same narrow allowance covers a horse or road-maintenance vehicle at that speed and passing a stationary vehicle. Entering adjoining premises or a side road must also be safe. Do not cross merely to improve your view for an overtake.
