Read the reviewed summary
Do not carry passengers in a touring caravan during an ordinary road journey. They should travel in the towing vehicle’s proper seats and restraints. The statutory wording contains a narrow professional-testing exception; that is not permission to carry family passengers, children or someone because the car is full.
