Red diesel is rebated fuel, not a generally cheaper substitute for ordinary road diesel. Only eligible machines used for permitted purposes may use it. A construction job does not itself grant permission. HMRC officers can examine vehicles, sample fuel and require relevant records; make the fuel available for the lawful check.
