Section 99ZD covers failure without reasonable excuse to meet specified recording-equipment requirements and obstruction of the specified officer powers. It is a level-five offence, for which England and Wales permit an unlimited fine. The court determines the amount. This is not the penalty for every domestic-hours offence and does not give the Scottish maximum.
