For a regulated accessible service, let a wheelchair user board when the chair can be carried safely within capacity. Another wheelchair already using the only suitable space may prevent boarding. A bag, buggy or standing passenger is not automatically decisive: ask people to move and, if they unreasonably refuse, take further reasonable steps under the operator’s policy. Drivers cannot physically force a person to move. Explain genuine safety or capacity limits and seek suitable assistance.
