The registered keeper is responsible for vehicle tax. A vehicle must normally be insured continuously unless properly declared off road with a SORN. These duties are separate: Great Britain no longer checks insurance evidence as part of taxing, but that does not remove the insurance obligation for road use. Northern Ireland has separate insurance-evidence requirements when taxing.
